WHY THE EDUCATION SYSTEM IS ROTTING IN INDIA.

Recently, we wish to introduce Japanese language as one more foreign in the Indian schools. We have visited lot of schools and colleges. The truth is many schools don’t have foreign language. The funny part is under foreign the schools are teaching Hindi and Sanskrit. French is one language that is prominent. Japanese language has many advantages. Japan is the second largest economy. In India, there is huge demand for the Japanese language professionals. The supply is very limited.

The students wants to learn the foreign language, the parents wants their children to learn the foreign language. But the institutions are resisting to introduce the Japanese . Why?. I personally spoke to many head of the institutions. My assessment is, it is not the students who need to be trained or teach. First, It is the head of the institute need to be trained. Most of the head of the institute don’t know the out side world. They are moulding the students the way they are rather than the way the society demands. They are king inside the campus and they want to be like that. Their ego did not allow them. I can call it as ‘blind arrogance’.

Secondly the teachers, most of the teachers are pathetically poor in terms of knowledge. The teachers know only the text book. Out side that nothing. Apart from text book the teacher don’t know anything. Their own justification is that what the schools wants. The result at the end of the year. The result at SSLC/Matriculation and Higher Secondary Public exam. If any body has vision and ideas beyond that. No. The crooked system is producing the crooked product.

Where the change has to come? The change has to come from the top – the head of the institutions. If the head don’t have the vision, the system is doomed.

I moved to the colleges. Where it is still worse. Some times the even faculty don’t know what they are teaching. I have seen students are not interested in attending the lecturer class. Even the students say it is waste of time. The Management department, the lecture, who did not worked in any company teaching about business. The faculty who did not go to market and meet any customer are teaching marketing management. The faculty did not mange any branch and responsibly for any branch sales are teaching about leadership qualities.

A lecture who did not see any shop floor at all teaching Toyota Production System / Lean management concept in the class room. I think it is a joke. It is every where.

GOOD FEELING ALONE IS NOT ENOUGH

For the last 60 years India and Japan has warm and good relationship. India always marvels at the Japanese economic success. India also wants to write her own success. Japan has to help India for its economic development. India is the largest recipient of Japan’s ODA loans. But I have to say this “India doesn’t want loans, we want direct investment”. Investment in sectors that creates employment and contribute to the growth of Indian economy.

As of 2008, Japans trade with China is 25 trillion yen and with India is approximately 1 trillion yen. Why this difference ?. While Japan is implementing structural economic reforms, India is in the process basic economic reforms.

India does not seem to be a viable option for Japanese tourists, students or private investors. There is little accurate and trustworthy information about India in Japan. Most of the information in the Japanese language seems to be a rehash of popular newspaper articles. India is still not a great place for foreign investors or companies to do business. In a recent World Bank report called “Doing Business 2007” based on ten criteria, ranging from ease of initiating business and getting credit to enforcing contractual deals and exiting out, India ranked 134th out of 175 countries, while Japan came 11th and China 93rd. The top three countries in the report were Singapore, New Zealand and the United States.

Japanese investors have yet to develop skills to understand the legality of contracts if their business must succeed in India and exiting strategies if their business does not do well.

Indian students have to overcome the linguistic barrier and cultural barrier. Study Japanese language and Japanese culture. It will facilitate the co-operation between the two countries people. Japanese are wooing the best Indian students to come to Japan and study in their most prestigious universities where the numbers of Indian students is just a handful. Tokyo University has now decided to open a recruiting office in New Delhi, which can be used by any other Japanese university, to persuade the best India students to come to Japan. This will be a daunting task for Japan as Japan wants only the best students from India.

Indian businessmen first has to understand Japan is a non-legalistic society. For Japanese ‘word is word and it is given more importance’. So don’t give over commitment or false commitment. This does not mean Japanese don’t like contracts. Japanese do have contracts. But Japanese contracts are vague. When do business with foreign countries, Japanese adopt to local contracts. But be honest, India’s legal system takes long time to get justice, no body wants to get involved.

On the Government part the policy guidelines are not clear. Japanese investors feel that ground level hassles like labour laws, legal and regulatory framework are high in India. They consider procedural delays a major discouraging factor for potential investors. The infrastructure forms the backbone of development of any country. According to the majority of the Japanese investors, overall infrastructure facilities are lacking in India. To attract Japanese investment, Indian transport infrastructure needs improvement; power facilities are below average. The telecommunication facilities are however rated as "average".

A recent JBIC survey revealed India as the most favoured destination for long term Japanese investment. India is regarded by 70 percent of Jap manufacturers as the most attractive country to do business followed by China (67 percent), Russia (37 percent) and Vietnam (28 percent).

However, the Japan Chamber of Commerce and Industry in India (JCCII) has drawn the attention of the Indian government to 61 issues relating to infrastructure, taxation system and customs clearance that need to be addressed to step up Japanese investments in India. The Chamber also identified Indian tax system too complicated. The land acquisition and utilization of procedures are also seen as a complicated and a major obstacle to facilitate Jap investments in India.

Majority of the Japanese companies surveyed said that they are making profits and are "positively considering further expansion of their operations". However, to many of them, the inhibiting factors are differences in business practices, environment and culture etc but at the same time they are aware of India's huge market potential, especially in IT and IT-related.

For Indian investors, investing in Japan is pretty alluring. Japan, the business hub of Asia's growing economies is rated as world's second largest market. Apart from highly skilled human resources, Japan offers innovative technologies. So far as infrastructure back-up is concerned, the transportation network is rated as one world's bests. Other advantages to work with Japan include world-class information and communication technology ICT) facility, a highly reliable logistic infrastructure and other investor-friendly facilities. Responding to economic globalization, commercial laws and major elements of country's economic legal framework have been reformed by the Japanese government.

It is significant to note that many a foreign companies doing businesses in Japan have posted higher profit even than Japanese companies themselves. Japan has identified four major areas of foreign investment, namely, ICT, Biotechnology, Medical Care and Environment.

Good feeling between the two countries alone is not enough. It has convert into economic prosperity of the two countries.

I wish to CHANGE THE FACE OF JAPANESE LANGUAGE EDUCATION IN INDIA WITH IN 5 YEARS. I know it is challenging task but certainly possible. It needs some new way of thinking and planning. In order to achieve this we have address and find solution to 2 major problems.

1. Finding the required number of Japanese language teachers.

2. A sustainable and viable business model.

Language teachers are the carrier of the language. If any language has to spread to the mass it should have large number of teachers. It applies to all languages. So the basic purpose is to churn out teachers. Now the most pressing question is how to create ‘an army of Japanese language teachers. We have the solutions.

Language has to reach the mass we need teachers, an army of teachers. The present system is not capable of creating teachers or I can say the institution set up itself is not designed to create teachers. At present, all the language institutions I have seen the teachers are directly getting into teaching and excepting the students to come. That means, actually the language institutions are trying to create more students rather than teachers. The plain truth is large number of students are already in schools and colleges. These students are also hungry to learn any foreign language. Education institutions are also ready to introduce foreign language. We have to reach them. It is simple.

At present the students are just walked into the language institution to learn Japanese and walked out. Their relationship ends. Most of the students are employed and relationship with the present employer is stronger than with the language learning institute. The language institute also never asked, “Hey, who want to become Japanese language teacher, raise your hands. We want teachers, we will pay you and we want your service”. If the language institute itself is not capable of creating teachers, how will the language spread?

One more major problem, if you look at the present group of students studying at any language institute the mix is different. The students are from different age group, educational background and work profile. Their learning capability is different. Some will learn fast and some will learn slowly in the same class. In due course of time the slow learners will drop out from the class.

On the other way, the worst thing, I have the proof, the language institutions discourage others neither to teach Japanese language nor to start new Language institute. They will lose the sole prestige and the privilege of getting fund from the Japanese Government.

Our business strategy is consists of 2 parts. The first part is how we are going to solve the problem of Japanese language teachers.

PART - 1

1. Create the ‘army of Japanese language teachers’.

2. Indentifying the institutions who wish to introduce Japanese language.

PART - 2

1. The business plan in our proposal that is sustainable and viable.

Creating the ‘army of Japanese language teachers’

First, we need to redefine some of the old concepts. For this you have to think beyond your limit. There is proverb, “if you think beyond your limit impossible will become possible”. The problem with the present language institution is, they think with in walls of the institute. Beyond that they don’t think.

Japanese language institute is a place where the course materials are prepare for the 6th standard onwards in India. Secondly, it is the place to produce teachers. These teachers will be trained by the Head of the centre. These teachers will go to schools and colleges and teach Japanese language. Our target is the large students already in schools/colleges. Somebody is walking in the weekends, it is only additional.

Introduction of foreign language in to the system has to be supported with good teachers. It is our responsibility or the institution’s first purpose is to create ‘an army of teacher’.

CENTRE HEAD

First, we need one native Japanese language teacher. He/ she will be the “Head” of the ‘Japanese Language Institute’. Japanese language Institute headed by a Japanese. He/she should have the passion to introduce the Japanese language in India on a long term basis. He/she should design the course structure from the 6th standard onwards for the Indian students. His/her primary focus is not to teach Japanese to the students directly. He/she has to train the teachers about the subject and how to teach in the class. Identify new people as teacher and train then as teacher. The primary focus of the Head is to produce teachers.

TEACHERS

After passing N-5 and N-4, most of them are dropped out. This constitutes the large number of JLPT students. Others consider them as waste but that is place the gold exists. It is great waste of time, energy and money. In Japanese it is called ‘mura’. Eliminating ‘mura’ is the basic concept of Toyota production system or Lean manufacturing system. They are also not able to use Japanese in their profession. N-4 pass or doing N-3 will be eligible to work as teacher. N-3 pass is most welcome. N-3 pass and N-2 will be sent to engineering colleges to take classes. We will take them as teacher. The salary range is 20,000/- to 25,000/-. This is twice the salary of any private schools can offer. It is decent pay. The important point is the teaching hour in the school will maximum of 4 hours per day. Rest of the hours they spend studying Japanese at the Institute.

In the beginning, we are excepting quality problems in teaching. It will be set right within 6 months. If the teacher is taking 3 hours of class and trained for 5 hours a day in Japanese language the quality problem will be solved.

The head of the institute will train then and help them to pass higher levels of JLPT. This is the best offer any one can get. The teacher will have stable job with decent salary and freely trained to pass higher levels of JLPT. This gives hope to lot of people to study Japanese Language.

The teacher who does very well will be promoted as “Head of the Centre” of another city. The head will be given the opportunity to create another team.

Indentifying the institutions who wish to introduce Japanese language

This looks tough. But it is really easy. Walk into any institute and talk to the head/principal of the school or college. Apart from English all the institutions are desperately trying to teach one more foreign language. Their concern is availability of good teacher at reasonable cost. Our job is to give the confidence and support with teacher. Make sure the teacher delivers. I (Adikessavane) am going to look after this. I am confident I will do it.

After 5 years, the students coming out of these institutions will be the source of teachers in the future.

Our mission is to create human resources for the Japanese companies. These Human Resources

· Should have the SKILLS to work in the Japanese organizations.

· The project or the model should be SUSTAINABLE.

· The supply of Quality Human Resources should be CONTINUOUS.

SKILLS.

The first problem is Japanese language. But the good news is Indian’s like Japanese very much. Indian’s always admire Japanese success and want to learn from Japanese. So Indian wants to learn the Japanese language and from the Japanese.

The real problem is

· Some one’s clear vision and solid attempt to take the Japanese Language, culture and Management practice to the learner’s community.

· Shortage of Japanese language teaching institution and Language teachers.

So, we are going to teach the Japanese language to the Indian students. We have both Indian and Native Japanese Language teacher.

We also teach Japanese Culture and Management practice like Group orientation, decision by consensus (nemawashi), 5S (Seiri, Seiton, Seiso, Seiketsu, Shitsuke), kaizen, kanban, Heijunka (Level out the work load), Jidoka (Quality from the beginning), TPS or Lean productions system etc. So, when the Japanese wants to hire people, Japanese find ready human resources speak their language, share their culture and management system.

SUSTAINABLE

Any business proposal must be economically viable. The business model must be sound and good. Our business plan is divided into three parts.

1. Educational Institutions. (Schools, colleges, engineering & professional colleges and Universities.

2. Companies. Japanese companies in India want to train their employee in Japanese management concept like 5S, Kaizen, Kanban, TPS, etc. We can do the training because we know both Indian attitude and Japanese Style. Indian companies want to train their employees in Japanese Language, Culture and Management practice. For now all the major software companies having project in Japan is training their employees in Japanese language.

3. Walk-in. Any person can interested to learn Japanese can walk in to our institute and learn Japanese. But the classes will be only on Saturday and Sunday.

CONTINUOUS.

It is long term project, that’s why we planned to teach Japanese language from 6th Standard onwards. The project will be implemented in 6 cities, 24 schools and 19 colleges over a period of 4 years. But the 6th Standard students will spend at least 10 years in studying Japanese language before entering the work force. That is our prime focus. Since this generation of students has already learnt Japanese language, many professionals will come out.

Separately Japanese language will be introduced in the college education also as an add-on and skill based education. In the long tern, this will create a large pool of Japanese specialist. Japanese companies can draw the human resources from this pool.

The Objectives of the project.

The objective of the project is to supply skilled human resources to the Japanese organization on a long tern basis. It is based on academic, training the human resources available in India on Japanese language, Japanese culture and Japanese Management practice. This will create a large pool of human resources “competent, willing and able” to work in the Japanese organizations.

This business proposal is designed to keep in mind the requirement of Japanese companies in the Indian market in the near future. Japan is preparing its ground to come to India.

Japan’s only resource is ‘Human resources’. Human resource is the permanent competitive advantage of the Japan. Japanese knows how to best utilize the human resources to drive their organizations, economy and become world leader. Japan need lot hands to work. Japanese ageing population, Japanese are working to the ‘dead’ and go ‘sexless’. Japanese birth rate has come down.

On the other hand, India has lot human resources. In fact, India has very good human resource pool. The truth is also India is not properly using its human resources. It is wasting a lot. There are lot brains in the drain. These human resources can be properly trained and used by the Japanese organizations.

In 2007, after Prime Minister of India, Dr. Manmohan Sing and Mr. Abe has signed the Indo – Japan Co-operation agreement, Japan has considerable increased its investment and business interest in India. Below is the table showing the number of companies in the year 2006 and 2008 is evident.

FOREIGN LANGUAGE EDUCATION IS UNTAPPED MARKET IN INDIA

In India, along with the regional languages English is the medium of education. All the schools and colleges have the option of foreign language. But no foreign language has made good in-road and popular. Foreign Language education is huge market in India. So far no one has made a systematic attempt with good infrastructure and faculty to teach a foreign language in mass scale. We are going to make a solid and concrete attempt to teach Japanese among the masses in a corporate style.

Many people will speak French in Pondicherry, since Pondicherry union territory was a French colony during the British rule in India.

Education is always an excellent social and business proposition in India. Especially, South Indian parents have spent a lot of time and money on their children education and training. Getting good job and for the future prospect is the prime concern. Job opportunities are their main concern. We are creating an important skill among the Indian students – Japanese Language. So we are creating opportunities for the Indian’s to work with the Japanese companies. On the other side Japanese Companies will get Japanese speaking work force.

BUSINESS APPROACH

Educational Institutions

Our approach is to prepare a solid ground and a long term basis. We wish to introduce Japanese Language in the schools as an add-on course from 6th standard on wards. The Indian student’s age is 11 years old at the 6th Standard. The students will continue to study Japanese language from 6th Std to Higher Secondary. That is 7 years of studying Japanese language before entering professional course. This produced a large pool of professionals with Engineering or Medicine as main subjects.

In schools, Japanese language is compulsory for all the students. The cost is Rs.200/- per month per students. The cost is very cheap and any parents can afford.

In the Engineering colleges, at present the course will be introduced separately over a period of 4 years. In arts and Science colleges, the course will be introduced in 3 years period. In colleges, Japanese Language is optional for the students. We need minimum of 15 students to start a batch and the maximum number is 30.

Business Organizations.

This is huge and potential market. The potential clients are Indian companies want to do business with the Japanese companies or Indian companies want to set up operation in Japan. These companies want to train their employees in Japanese Language, culture and management practice.

Indian companies wants to learn Japanese concepts like Kaizen, kanban, Kamban, Toyoto Production System or lean manufacturing system and wish to implement in their office and the shop floor. We are the resource and the training institute.

Japanese companies set up operations in India, they need support like translation service, wants to train their Indian employees in Japanese concept. So, that the Indian employees are orient towards the Japanese culture and management practice. We can do that at a cheaper cost.

This can be done at our training institute or at the company training place.

Walk-in students

Any person who is interested to learn Japanese Language can enrol in the institute. We will teach then to take the Japanese Language proficiency Test (JLPT) conducted by Japan Foundation. The classes will be only on Saturday and Sunday.

This is not going to be a profitable business proposition. But we need this for the business sake.

It is the case in ONE school alone. If I get one more school to introduce Japanese Language. According to our plan, we will introduce Japanese language in 2 schools in Pondicherry. This business model is highly sustainable and viable.

Japanese Language will be introduced as skill based optional course. Students who are interested will join. 15 students is the minimum to start a batch. The maximum number of student is 30. We calculate revenue for the minimum number of 15 students. The cost is Rs.700/- per student per month.

Why Japanese will be introduced in the school level.

Most of the best brains or professionals like Engineering, Business Administrations students and doctors will go to the job after their graduation. In India, once you enter into the workforce you don’t find time. In India, Unlike Japan, companies will not invest in their employee on the education or long term training. Since the employee will walk out of the company at any time or the employer will fire him at their will. In most cases the employee will work in Saturdays and Sundays also to keep their job and please their bosses. So hardly they have any time left to study Japanese. Any one who takes the courage to work hard, it is difficult to come to class regularly and follow the lesson.

On the other side those who don’t have any good option or unskilled or unprofessional study Japanese to improve their chances.

Here we have situation like this bright and high calibre professionals don’t have time to study Japanese. Below average and those who want to improve their chance ended up with Japanese Language.

If you want the quality people to study Japanese it should from the school.

This is not a new concept. It is already in USA, in 1999, the Toyota Motors Manufacturing, Kentucky, participated in the school curriculum authorities for the steady supply of skilled labours “ready, willing and able” to enter the Japanese companies and for their manufacturing factory. It is under the program Quest for Useful Employment Skills for Tomorrow (QUEST).
